Why this exists

Most people assume RTI applications fail because officials refuse them. They don't. The official rejection rate was 3.26% in 2024-25. Yet first appeals ran at 2.5 times the number of rejections.

People aren't refused. They're answered with nothing.

The reason sits in Section 2(f). The Act gives access to material that already exists in recorded form. An officer is not obliged to newly explain a decision, justify an action, or form an opinion for you. So when someone writes 'why hasn't my street been repaired', the honest answer is that nobody was ever required to tell them. The reply comes back: 'under consideration of the competent authority.' The file closes. Nobody learns why they lost.

The right to information already exists. Nobody taught anyone how to ask.

How this would scale

The RTI Act is one national statute. The same engine works for every public authority in India without integrating with a single government system, because it never touches one — it only produces a better piece of paper. Analysis is stateless; nothing needs to be stored. The one part that needs real infrastructure is the authority directory, and that is a public-data problem, not a technical one. The honest failure mode is a wrong authority guess, and Section 6(3) already fixes that.
